Basic medical services would mean that the severed limb would be disposed of, the wound cleaned and stitched. The insured person would have a team of surgeons reattach the arm and have the person go to rehab for 6 weeks. ??

A government run health care system could solve that problem. The problem lies in the payment to the doctors, hospitals, rehab centers - most of which are now privately held businesses. Do the medical entities get a pay cut? Or will government assume the role of insurance provider and negotiate payments as is currently the case? Or will government take over management and control of the hospitals?

There is no such thing as "free." Either someone pays or the government collects taxes and pays.
