Start with the best you can, even if it costs a bit more. The difference in cost will be far less than what it will cost you do bridge the difference. Are you an engine man or a body man? If it comes to it, best to buy what you know you can fix. I'm in the UK but from what I read here, good used parts are often much better than new ones from Autozone etc.
I hope we'll be able to follow your progress on the project.
