If you were to go with the servo actuated valve you will need to monitor the servo position through a driver output (programmable). Valve "A" needs to open when cylinder "A" is just past TDC and likewise for Valve "B". Once "A" injects steam, the engine is going to rotate in relation to the speed of the servo. Most drives have some multiple postion capability so a TDC input sensor in conjunction with a cam position sensor should be all that you need. You could program the drive to "home" the servo position on startup or if the timing got out of whack. You definitely will not be able to cycle a ball valve 25 times a second and get any steam volume through it.
