Well,

If you are trying to get to 3000rpm with a 2 cylinder engine, each inlet will have to cycle 1500 times per minute. I don't know of any electrical solenoids that will fire that fast or operate with enough delivery at such a small window(25 cycles per second). It will have to be cam driven which would bring you back to the intake valve and playing with the cam speed; a sixteen valve head would be the ticket. I'm going back to my job search, let us know how you progress.
