The solenoid is powered by the same circuit the "OD OFF" or up-arrow light is run by. The white wire leading from the shifter box to the solenoid on the transmission is very vulnerable to the elements, but there is no way it can fail to cause your solenoid to be permanently engaged, locking out the use of 4th gear. If you have a 200, the relay is left of the glove box, but I guess the 700 has a nice big plug-in fuse panel with relays somewhat centralized.
So, I'm saying it is "hot" when 4th gear is not.
Sorry, my experiences with overdrive won't take you further than the electrical malfunctions.
