testing fuel pressure regulator

There seems to be some crossed up communication here. If engine is running and running rich it is not a question of delivery from the pump.
Matt from what you have said the fuel pressure reg is shot, you probably have 80 to 100 psi going to the injectors, of course that will strain the fuel pump. Replace that regulator, cheap and easy to do.
