testing fuel pressure regulator

The first thought that occurs to me is that the regulator can't regulate if it doesn't have fuel. Maybe, remove the regulator and use the hose to see if you have a good supply to the regulator (clogged filter?). Be very, very, careful with gas under pressure. The fuel lines shoud be pressurized even with engine and pumps off, wear safety glasses.
