testing fuel pressure regulator

My '87 240 uses too much gas (14 MPG), failed emissions inspection, and the exhaust just smells rich. The recently-replaced fuel pump also seems to make excessive noise, like maybe it's stressed. So I'm suspecting a faulty fuel pressure regulator.

Does anyone have a clever way to test the regulator without a fuel pressure gauge (which I don't have)?
