Could this have caused a melted fusebox? 700 1986

my brother car recently had an issue similar to your's, the dome light shorted to the top of the car and the fuse did not blow, the wires got so hot that they started to melt onto other wires within the dash itself ( not in the fuse panal area ) this in turn caused the #5 to continually blow as it was shorting to those wire's, see if you cant find any melted wire's somewhere within the dash area or under hood.
