The presence of fuel != fuel pressure
There are, unfortunately a few factors that are important for fuel injection to work properly. The pump must provide BOTH enough pressure AND enough VOLUME. The injectors are not actually doing any 'injecting' per se they are just a valve with precise control. The fuel pump must pressurize the fuel behind the injector in order for it to work. If you just put some fuel in the rail and energize the injector it would probably just barely trickle out - maybe not even that. It must be fully pressurized behind the injector for this to work properly.
