On the cranking issue, his battery is likely down, causing the starter to sound slow and loud.
The engine is non-interference. If the belt break, it merely stops. When cranked, it sounds light and lively as though there were no compression, which for 3/4 cylinders there isn't. Replace the belt and you are back in business.
