So when you say the 'up' side of the distributor cam you mean while the points are still opening? I positioned the engine at 15 to 20 degrees BTDC on cylinder #1 (tried a few times...) and rotated the distributor anti-clockwise until I got a spark and then clamped it there. I wondered about the lead order but set them up anti-clockwise in 1 3 4 2 order from the rotor position. That sound right?
I'll try moving the distibutor gear tomorrow so that the rotor has some chance of passing the spark to the cap - maybe the cap is wrong but it seems to be the only one listed in any parts lists that I have from CVI or Scandcar - its a 059 cap but I think that it should be a 058...
