your car has 2 relays, not 1. pull the panel down beneath the glove box. on the fire wall, behind the glove box, maybe hanging by the harness. 1 is the system relay and the other is the fuel pump relay. 1 relay has blue/green and blue/red wires on it. this is the pump relay. check the fuse next to the battery and BOTH ends of the wire, from the fuse to the battery. the fuse holders melt and terminal comes off the fuse. this fuse powers both relays inside. check the relay sockets for melted plastic.

do the pumps run when you key the car on?
do they run when you crank the car?
if the pumps run when you turn the key on, but not when cranking, there is a signal missing from the ignition. check it out. good luck, chuck.
