Don't think pumps will run just with key ON
Check and clean the fuse contacts for #13 (required to pick fuel relay)
Also look for a 3-pin connector under glove box somewhere, with a BL/R wire (same circuit as Fuse #13 to pick fuel relay, and Y/R wire from relay to pumps)
See if pumps run with a jumper from Fuse # 7 (12V) to #5 (jumper bypasses fuel relay)
If pumps run with jumper, see if it starts
