The 164s all had D-jet and duration of the pre-run is controlled by the
thermal timer which has a bimetal strip and a heating element screwed into the
head. The longer it takes to warm the strip to the desired temp (I think
about 110°F) the longer the fuel pump pre-runs and injects through the cold
start injector. If it is already at operating temp it doesn't run till you
crank. It may even stop during cranking if it doesn't start pretty quick,
to avoid flooding.
