New Engine? What Would You Do?

Get a second opinion. Rings don't have much to with the problems you describe. At worst maybe you have a stuck ring or two, but a new engine? Doubt it. What were the compression numbers, leak down test for proof???

As for the root of the problem yes you could have a shot (or lousy connection to the) AMM, bad O2 sensor, and vacuum leaks...all very fixable.
