I haven't read the rest of the posts, but here is what I'd recommend. First of all purchase a set of GOOD fog lights..Hella or Cibie and mount them correctly. This will spread light out to the side of the road, enabling you to pick up the critters. I also have a theory that the amber ights are less attractive to the deer. But he most important thing you can do is slow down so you afford yourself enough reaction time when you see those deer eyes, especially during that time of evening that they move from their feed grounds to where they nest. I have no idea wheher those deer whistles work.
