thanks for the suggestions

turned out to be inner tie rods, lower control arm bushings, and a worn steering rack.

bought a rebuilt rack from Detroit Axle, but they shippped it without the inner tie rods.
also bought both control arms - and ball joints, given the mileage on the car since the last time they were replaced.
