Yes, you can install them. My 1994 944T came with the headlights without fog lights. I have installed genuine Volvo e-codes with integral fog lights.

In addition to the headlights and grill you already have, you'll need the top [plastic] air seal, brackets which hold the grill, the air baffles (for lack of a better term) which go on both sides of the air plenum. I got the parts from a self serve wrecking yard. You'll find what you need on 1992+ 940 turbos with the headlights that have the fog light adjacent to them.

I made the grill using the chrome grill surround from a car with the fog lights, and the egg crate insert from a 1991-93 940T. That type of grill was sold in Europe.
