Howdy,

Go to http://www.volviki.org/ and get a copy of the schematics closest to your 1990. I saw a 1989 and a 1991 but not a 1990. I looked at the '89 version. Interestingly, both the left seat heater and the rear seat belt light share fuse F9; though I don't think that is your problem because you said the relay pulls in. That would not be possible if the fuse is open.
