No start after fill up w/ switch in on position 200 1989

this has happened to me three times in the past 2 weeks

When I get gas

If I completely turn off the car and fill up it starts right back up and off I go.

If I leave the key in the on position to listen to the radio,

The car will not start after fill up

NO JUICE to STARTER solenoid from ignition switch

I jump the starter solenoid direct to the battery and the car starts right up.

Drive off

if I stop and I turn the ignition switch off and on it always restarts ???

It seams that the sitting in the on position is causing some problem but what ???

Any ideas ???
