I think that's a feature. I don't think you're supposed to be able to go from "ON" to "START" after being in "ON" for a bit. (To prevent you from say, hitting it with your knee and zinging the gear while driving)

Same idea as if you stall: you can't just go to start, you have to return the switch to "LOCK" and then back to "START".

Try leaving the switch in the accessory position while you refuel, that's what it's for!
