Does Check engine light have to be on to use OBD II 850 1995

Can anyone tell me if I can get any info on the car components by using the OBD II even if the check engine light is not on..I have tried to read to read the codes from under the hood but I am not getting any codes..I am trying to diagnose the TPS, EGR and anything else dealing with fuel consumption and idle..
