Does Check engine light have to be on to use OBD II 850 1995

So long as the key is in posII (ON) you should be able to read most of the codes. If all you get is 111, great. Don't forget to clear them one you have noted the codes.
Try cleaning the throttle body, getting new air filter, tune up, if you think your gas milage isn't up to par. Idle should be around 900-1000 rpm. Mpg around town ~20, highway~25.
