My V70 2000 had flasher failure twice. The flasher unit can be removed by undoing two screws holding in the ashtray, and then pushing out the whole unit (the front of the unit is actually the Hazard Push Switch). It looks a very complicated piece of electronics, and probably cost over $100. I found it worked after I pulled the wiring socket off and cleaned the contacts. I had one replaced under warranty.
