98 S70 idle problem in wet weather S70 1998

Have a 98 S70 140K, rebuit engine @120k, in the past few months a mystery is becoming more a problem. at idle, the rpms drop from 1000 to 500-400 rpms and will usually die or sputter and shoot up to 1500 and then back down. It seems that when the weather is damp or raining it occurs more often. wierd thing is that it always doesn't do it, but it is becoming more frequent...
Engine codes it is throwing out are:
P0172 System too rich (Bank 1)
P0455 EVAP emmission control system leak (large)
P0171 System too lean (Bank 1)

I fill (not to the top)with mid grade reg fuel, and have not replaced the fuel filter...
Any ideas on what is going on and how to fix it?
Any input would be greatly appreciated
