If you are savvy enough to rebuild an engine and get a Webber working properly on an old Volvo, there is no reason why you cannot get a pair of "tight" SUs to work also.
SUs intimidate for some reason, but they are really quite simple and easy to tune, even as a pair assuming there are no other engine issues. There is a lot of information in typical Volvo repair manuals on getting them to operate properly.
Although I haven't had a Webber, I have SU H4, HS6 and HIF6 that have been dependable for years.
Good luck, and don't give up on those SUs yet!
