What book gave you that location?

As others said, it's on the right side of the car. But it's clipped to a rail on the firewall, above the passenger's toes (or should be). You have to remove the black felt "hush panel" to access it.

It should not be hanging upside down from the cable, because windshield leaks do happen, and the water follows the wires down into the relay.
