no noise from fuel pump 200

12 fuse was blown, sure that happened when i jumped the system relay instead of the fp relay. replaced it. checked the 25a fuse and wire all the way to the relays. ok. check to see if i had spark and i do. the system relay doesnt close when i turn the ignition. could that be the bad relay.
