how to adjust brake light switch? 200 1989

I've done all the brakes, plus added stainless brake lines. The pedal is now nice and firm, and brakes are better than ever.

But now the brake lights don't come on until there is already some braking effort. I want to adjust it.

Haynes says to loosen the bolts for the switch mounting bracket. When I look under there I don't see these bolts, only great collection of large sheet metal bracketry for the pedal supports themselves.

How do I adjust it?

Alternatively, I'm considering putting a thin shim under the switch itself, just to move it back a bit. What do you think?
