charging trouble

I'm having charging system trouble. The battery has been load tested, but two different alternators aren't putting out enough voltage.
My battery light on the dash doesn't come on at all.
i read in the FAQ's about the "exciter wire" but I don't know how to test for it.
With the engine running I tested 12.08 v from the B+ terminal, 11.5 v from the D+ terminal, I also measured avout 8 v crossing the small ground wire from the back of the alt to the engine block.
Any tips for testing from here would be appreciated.
