That's probably it. The panhard rod will hold the axle in a sort of sideways arc as the suspension goes up and down. As designed it probably is only perfectly centered at some particular ride height - probably the original stock ride height. My PV sits a little low in the rear and the axlew isn't perfetly centered - I had to tweak the right fender a bit more than the left to get the 205/60/15 tires to fit.
