Yes, you will need to pull the cluster. You'll also need to remove the speedo portion of the cluster to get to the broken gear ...
Typically, it splits on the shaft, causing the gear to just keep rotating, and not rotate the shaft it's attached to. Best is a new gear, of course, but lacking that, a small file to roughen up the shaft and some super glue to close up the split and to keep it on the shaft repaired a couple of old clusters I had.
Otherwise try and find a good one in a DIY junkyard. '73 to '80 used this style of instruments.
