Wire brush and screw driver are not a good idea. Use strong bristle brushes found at hardware stores and plastic scrapers as used by plasterers. They are also available from hardware stores. They are kinder on painted and rust protected surfaces. Also less inclined to damage rubber fittings.
Scrape the heavy gear off. Then use the brushes in conjunction with a strong detergent.Petroleum solvents leave an oily film that attracts dirt. Advisable to use protective eye shield and waterproof gloves. Ramps are useful.
A messy job. But well worth the effort.
