When the key is on (as in engine running), the OFF postion on the light switch will give you daytime running lights that are ON. The small screw decribed elsewhere will allow you to change that. Perhaps that's what some has done on your car. The point of DRLs is that they are on when the light switch is off, the normal position for driving in daylight.
I find it equally incredible that only Volvo (and perhaps a handful of other car manufacturers) have figured out a simple and straighforward way to prevent headlights from inadertantly being left on. Headlights on...turn of ignition...headlights are off. Been that way in every Volvo I've owned, beginning in 1980.
