Personalizing your daytime runnng lights

Why would you want to do this? On my car, if I turn the switch to the "off" position the lights don't come on with the key. So if you don't want DRL, just turn the switch to the "off" position, right?

Which brings up a question I've always wondered. Why do American car companies insist on wiring their lights so that they CAN be left on by accident? Under what circumstances would someone need to turn the lights on without having access to the keys?
