headlight wired wrong?

When the low beams are on, the two outside lights are on. When I turn the high beams on, the two lights on the drive side come on, but neigther of the two on the passenger work. I swapped all the bulbs, and the same thing happend (so I know it's the wiring). Any ideas as to where I should start?
