rust underneath the car

I have a 1987 240, there is a small area of rust, actually an open
area underneath the car..in whatever that material(thin metal) is. It under the
front drivers seat area. I can feel a bit of foam when i push around it.
Is something that needs immediate attention, and if so..what do you
recommend? The rest of the car, body and undercarriage appears to be fine.\\
