See if you can get some good info from this site: http://www.homestead.com/volvo2/Rust
I did a cut-and-paste of the URL and it should be OK. The info is not brand new, and your rust problem may not be similar enough but at least it's good info.
I had a hole in the floor of my 1983 245GL when I bought it. Hole was right under the driver's seat, so above it was just air, as the seat sits on another metal piece. Cost me $300 to have a nearby jake-leg body shop weld in another piece. I took out all the carpets and pads and stuff to save money. The fix worked, except for having to re-route the massive wiring harness that he put back wrong.
The hole I had was from a/c condensate due to a leaky air box and a PO who, bless her soul, trusted a dealer.
Good Luck with your situation,
Bob
