Hesitation problem evolves to no start problem 200 1989

All and Gustaf,

Thanks for the help. I'm the guy with the volvo that Randy Starkie is talking about. Here's what I was able to do overnight.

1. I removed the hose at the fuel pressure regulator and no gasoline is present. Doesn't appear to be a leaking regulator.

2. I checked both fuel pumps (exterior and in-tank) by bypassing the relay and they are both working--heard them. Relay and fuses seem to be OK.

3. I sprayed starting fluid into hose and was not able to get it to start. It was difficult to spray into small hose. Is this the small hose that I was supposed to spray the fluid into? Where should I be spraying the starting fluid?

4. Other observations this problem occurred after I ran the gas tank low. Is it possible that the fuel filer is so clogged that it won't start. The filter does appear that it is old. I bought a new one to replace it but am having trouble with one of the bolts (rounded off). Is is worth the effort to replace the fuel filter or should I be looking for problems elsewhere?

What should I do next (other than spending hundreds to tow it and have a service shop fix it).
