Hesitation problem evolves to no start problem 200 1989

1989 245DL 200,000+

I have been trying to help a guy with his Volvo problem. This is over the phone so it is a rather a slow process. The problem as I understand it:

Initially the car would occasionally hesitate when attempting to pull away from a stop. It would idle but pressing the accelerator would not increase engine speed and it would stall. Sometimes on restart it would be alright and be able to drive away while other times it would repeat the no engine response to accelerator application. It did this for a period of a couple of days. The car now refuses to start. The check engine light is on and the codes are 113, 221 and 231. **

To the best of his knowledge the pumps are running while trying to start the car (still need a hands on "feel the mainpump" to verify it is running). Listening with a hose at the filler neck and him hearing a "buzzing noise" seems to verify the intank pump is running. I had him add gas to bring the tank level up in case we had a bad pickup hose. I am still going to have him jumper the fuses to see if it will start then.

I have not had feedback on trying to start it with the AMM disconnected.

With the codes relating to lean/rich running condition I am thinking fuel pressure regulator. Would anyone agree? The 02 sensor is less than 6 months old in this car.

Any other suggestions I might give him to chase this down? We would appreciate any input. These kinds of problems make me wish it was easier to find the setup to check fuel pressure on these cars.

**I got another phone call and they are occasionally able to get the car to start and achieve a very very rough idle. Pressing on the accelerator immediately kills the engine. They pulled a couple of plugs and found them fuel soaked.
