BROKEN SPARK PLUG

Spary some bolt loosner spary around it (Pblaster or Liquid wrench if they have it). It usually does the trick.

Otherwise, I'd say remove the head.

If you are talented, you can drill it out and then remove the chips from the cylinders. If they remain in there they'll wear out the rings. Risky stuff. But nonetheless someone on the board did that way and it worked fine.
