I assume so. It was in there when I took the hinges off my '93. The sealant is something like duct seal, or plumbers putty. I think the idea is to have something that will remain pliable and provide an extra seal around the bolts in case any water gets past the rubber. Water can do amazing things, specially when it's wind driven.
