Now that spook has directed you to its location you can remove it. Once you have removed it use a jumper wire to connect the two female connectors that attach to the two heavier wires in that plug.
If the car will now start and run you have determined that the RSR is not functioning. At that point you can remove the cover and reflow the solder connections on the board and that will probably solve the problem.
A spare radio suppression relay along with a fuel injection relay and an overdrive relay reside in the glove box of our 940's.
