Temp Gauge Issues 200 1990

Yes, it could be the temp comp board, or more specifically its connecting pins. Try whacking the dash above the instrument panel, but either way, unless it is some unusual problem with the yellow wire at the gray firewall plug, you'll wind up pulling the cluster to fix this, whether the TCB or loose hardware on the gauge terminals.
