The 2" long sleeve piece with a small lip, is the point of contact between the mast outer/neg and car body. There is a sort of 'finger' on its side that has to touch the mast. The sleeve can be stuck, with all the goo that some put on them. Dry bicycle chain lube seems to work pretty well for lube btw.
In any case, a small screwdriver or other pointed device can usually pry the lip away from the side of the housing.
