Roll down the window, gently pry between outside glass and weather stripping and peer down with a flashlight, you will see the locking mechanism and how to open it. Three hands would make it easier but I have managed it alone. A small wedge made from wood is handy to keep the opening sprea while you probe.
Cutting the door or applying force as suggested would be silly.
