240 no start when wet - help !

Clarify one thing. There is no common term because some people say "will not turn over (or crank)" and mean one thing and some mean another. Does the starter turn the engine over? Do we have a no starter problem or a no start but tries problem? If it's no fire but cranks over just fine in the wet I would suspect the distributor cap and rotor or ignition wires.
