no start - next step?

Hi.

The new FAQ is awesome, but I thought I'd see if the board could help me save some time. Here's the deal: wife drives the 92 sedan on really low fuel - I get in and it won't start - won't crank or anything. Add a gallon thinking she ran it dry, but no go. Called my mechanic and he suggested a new battery. Put in a new battery and now it turns over but nada. If the fuel injector relay is behind the ashtray, I do hear a clicking as I move the key in to position II. The main fuel pump relay by the ECU also works, as I switched out for a spare and same problem persists. I know there are other relays to check - any more detailed instructions than the FAQ for finding the likely culprit and testing? Two important caveats:

1. Every once in a while - like every full moon - the car has a temporary rough idle, often stalling. It happened more when I first got it about a year ago, and maybe only once in the last 6 months. The previous owner said that he the car blows the #6 fuse every 2 years or so...

2. I found a hose that came apart - it goes from the intake manifold into a little metal cylinder near the fuel injectors (?) at the front/top of the engine. Is this a temperature sensor? Anyway, took off the broke stump and reattached the hose to no effect. Could that have caused anything?

Hope this puzzle is fun for you geniuses. Looking to save time as I'm looking at it when my baby daughter is taking her nap - otherwise I'm on full-time parenting right now. Any short cuts will help.
