I would agree with your first point, but, although point #2 certainly has its practical advantages, I think there is something not quite right about having to join the free-lunch-for-cops program to get equitable treatment. As far as moving to another place to get away from corrupt cops: even though one may be able to claim moving expenses as a tax deduction, that would be rather a drastic move, wouldn't it? ;-) BTW, when I have been pulled over while driving one of my older cars, it has been by town cops or sherrif's deputies who needed to be educated about cars with "Antique" plates not needing inspection stickers in Maine. Usually I get a sheepish apology, but one of them once got POed and insisted on doing a safety inspection when he couldn't find anything wrong with my documentation. He was even more miffed when he couldn't find anything wrong with the car either. No trouble with state troopers, yet.
